This referendum lets voters decide whether to uphold a pipeline bill that was passed by legislators. The act would allow counties to set a surcharge on carbon dioxide pipelines of $1 per foot, which would be put toward tax relief for property owners in that county. It would also establish rules for pipelines including minimum depth and leak liability.
